Chelsea have submitted a formal proposal to the Premier League that would ask for the maximum number of substitutes to be increased from seven to nine.

The added fact that players will not be returning with full ‘fitness’ plus a rushed schedule has already put suggestions that more than the usual three substitutions would be allowed and it could be well up to seven.
Daily Mail claim that Chelsea want up to nine and submited an official proposal to the Premier League earlier today.
The proposal will be discussed at the next shareholders meeting on Thursday with a vote on the matter due a week later.
Players like N’golo Kante and Tammy Abraham have already expressed their fears over resuming the season with the former even missing a few training sessions due to safety fears.
Considering the Blues fiture list, one can understand the fears behid the club making such a request.
